The authors recognized a need for police officers to have something other than monograph sized material, describing crime and related activities associated with Southeast Asian (SEA) criminality They have combined law enforcement experience exceeding seventy five years, much of it spent specifically with SEA crime, criminals and markets. If we seem inclined toward information regarding Vietnamese criminal activity, as opposed to that of other Indochinese populations, it is because our experience lies more in that direction. Most of the criminal activity covered in Distorted Mirror has as it's historical base, those gang members and political criminals who flourished in Vietnam during what we consider the war years, from 1955 to 1995. Many of these individuals relocated to the United States in the first wave of refugees from SEA after the fall of Saigon. Immediately upon arrival, they resumed their old ways and began preying on their fellow refugees. Cultural baggage and tradition, fear of officials in their new country, language difficulties, and fear of reprisal limited the reporting of Crimes by SEA victims, making law enforcement in these communities a special job.
